Most people who scrap a car have never heard of WAMITAB. But if you're choosing a licensed scrap yard in the UK, it's one of the most important things to know about. Every licensed Authorised Treatment Facility is legally required to have at least one WAMITAB certified operator — a qualified individual who is personally responsible for ensuring the facility operates in compliance with its environmental permit and the wider legislative framework governing end-of-life vehicle processing.

What Is WAMITAB?

WAMITAB — the Waste Management Industry Training and Advisory Board — is the UK's leading awarding body for waste management qualifications. WAMITAB qualifications are nationally recognised and are specifically designed for professionals working in regulated waste operations including landfill, transfer stations, composting facilities and Authorised Treatment Facilities.

The WAMITAB Certificate of Technical Competence (CoTC) is the qualification required by the Environment Agency as a condition of holding a waste management permit. Without a WAMITAB qualified operator, a facility cannot legally hold or operate under an environmental permit.

Why Is WAMITAB Required at an ATF?

The Environment Agency's permit conditions for Authorised Treatment Facilities require that all permitted sites are managed by a technically competent person. Technical competence is demonstrated through holding a relevant WAMITAB Certificate of Technical Competence — specifically the CoTC for End-of-Life Vehicles (ELV).

This requirement exists because ATF operations involve significant environmental risk — hazardous fluids, regulated waste streams, potential for soil and water contamination — and the Environment Agency needs to be satisfied that every permitted site is run by someone with the knowledge and qualifications to manage those risks correctly.

The WAMITAB ELV CoTC covers:

  • ELV legislation and regulations — the End-of-Life Vehicles Regulations 2003, Environmental Permitting Regulations 2016, Hazardous Waste Regulations 2005 and related legislation
  • Depollution processes — correct procedures for removing all hazardous materials from end-of-life vehicles
  • Waste classification and coding — correct identification and EWC coding of all waste streams generated during ELV processing
  • Documentation and record keeping — Waste Transfer Notes, Hazardous Waste Consignment Notes, vehicle intake records and annual ELV performance returns
  • Environmental permit conditions — understanding and implementing all conditions of the facility's environmental permit
  • Site management — spill response, accident management, site maintenance and Environment Agency inspection preparation
  • Certificate of Destruction — correct procedures for issuing CoDs via the DVLA system

What Does the WAMITAB Operator Do at Amber Autos?

At Amber Autos LTD our WAMITAB certified operator is responsible for:

  • Vehicle intake management — overseeing the correct logging of every incoming ELV in our Notion-based tracking system, including registration, keeper details and V5C status
  • Depollution oversight — ensuring every vehicle is fully depolluted before any dismantling begins, in accordance with our permit conditions and the ELV Regulations 2003
  • Waste stream management — ensuring correct segregation, storage and documentation of all waste streams including engine oil, coolant, brake fluid, contaminated absorbents and scrap metal
  • Documentation control — maintaining all required records including Waste Transfer Notes issued by Imperial Metal, Hazardous Waste Consignment Notes issued by Slicker and vehicle intake records
  • Certificate of Destruction issuing — processing CoDs via the DVLA system for every ELV accepted at the facility
  • Annual ELV returns — compiling and submitting our annual performance data to the Environment Agency, including reuse, recycling and recovery rates
  • Permit compliance — ensuring the facility operates within all conditions of Environment Agency Permit JP3029SM at all times
  • Inspection readiness — maintaining the site, documentation and processes to the standard required for Environment Agency inspections

How to Check If Your Scrap Yard Is Properly Licensed

Before scrapping your car with any facility, you can verify their ATF status in two ways:

  • Ask for their permit number — every licensed ATF holds an Environment Agency permit with a unique reference number. Ours is JP3029SM. A legitimate ATF will provide this without hesitation.
  • Check the Environment Agency public register — the EA maintains a public register of all permitted waste sites at gov.uk. You can search by facility name or location to verify a site's permit status.

If a dealer cannot provide a permit number or refuses to — walk away. They are almost certainly unlicensed and cannot legally issue a Certificate of Destruction.
